Different organizations have used a threshold of 2-per-cent of GNI as a useful metric to estimate affordable service. It must be borne in mind, however, that this is average income for a given population and that even in situations where a country’s pricing meets the threshold, access prices for lower-income groups may be significantly more than 2 per cent of GNI and a more granular and targeted focus on lower income groups may be necessary (see Figure 9). That is why this Solutions Guide focuses on interventions that provide affordable service.
